full time Senior Project Cost Estimator

Job Description

Under the direct supervision of the E & C Manager, the SENIOR PROJECT COST ESTIMATOR prepares and develops reliable cost estimates for green-field hydroelectric projects or existing plants optimization projects; manages and controls the costs generation process; develops and maintains details of suppliers, latest costing and construction technique, acting as liaison between engineering and estimating and taking responsibility for accuracy of quantities, ensuring that all identified scopes are included in the estimates or that allowances are included. Work will also include the evaluation and making recommendations of costs and work done including management of re-measurement contracts and variations within active construction projects.

Duties and Responsibilities
1. Plan, prioritize and control estimating activities through all phases of project development in an efficient, productive and organized manner.
2. Analyze and review plans, specifications and special provisions to determine if project can be constructed in a cost efficient manner.
3. Conduct thorough research of materials, labor and equipment markets to ensure the collection of sufficient and reliable data with which to produce cost estimates. Communicate with producers and suppliers to obtain current prices of materials.
4. Conduct estimates of production rates, labor costs, price changes and equipment costs based on experience and knowledge of the details of construction work.
5. Conduct site visit and inspection to determine and record field conditions including topography, accessibility, availability of materials and utility services and difficulties which will affect the development costs.
6. Oversight and evaluation of costs during the construction of projects including the evaluation of variations, measurement of materials and quantities and recommendations of work done for payments.
7. Apply advanced concepts and unique methods to quantify work condition impacts on costs.
8. Review desk and field data to determine material and labor requirements and prepare itemized lists.
9. Prepare cost estimates based on the latest data available, as appropriate to the current phase of the project.
10. Coordinate and review all aspects of cost estimates with the design and construction engineers, ensuring projects are set up for success to meet estimates in line with scope, and proactively communicate with project management of potential risks and mitigation strategies to correct.
11. Assist project managers and project team in developing Work Breakdown Structures (WBS) and project schedule.
12. Confer with design and construction engineers on changes and adjustments on cost estimates.
13. Monitor project development costs from feasibility stage, through tendering stage, to the construction period and beyond.
14. Implement a process of capturing actual project cost data to keep estimates ratio's current so that future projects can benefit from applying real data as required.
15. Assist in providing consistent methods in quantity take-offs, scope development and progress validation.
16. Compile and maintain up to date cost estimate records.
17. Prepare and maintain directory of suppliers, contractors and sub-contractors.
18. Develop and implement company templates so that estimates can be benchmarked against industries, businesses and current trends.
19. Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction.
20. Manage, document and follow procedures for engineering management including quality control, documentation of decisions and administrative filing and document control.
21. Maintain strict confidentiality of highly restricted detailed project cost estimates.
22. Ensure that the activities are being carried out in accordance with policies and guidance established including Health, Safety, Environment and Social policies.
23. Perform any other related duties and responsibilities as may be assigned from time to time by immediate superior consistent with the purpose of this role.
