Project Development Supervisor

Job Description
Under the direct supervision of the E & C Development Manager, the PROJECT DEVELOPMENT SUPERVISOR is responsible for the coordination, implementation and control of desktop investigations, feasibility design, site investigations, geological investigations, survey, detailed designs, drawing production, estimates, construction methodology and construction management support of green-field Hydropower projects to ensure safe and timely delivery of quality products within agreed budgets.
Duties and Responsibilities
1. Coordinate and oversee the provision of multi-discipline engineering services, both internal resources and from external consultants, for the identification, investigation, feasibility design, detailed design and construction delivery of green-field hydroelectric projects or optimization of existing plants to achieve the best solution in a cost effective manner.
2. Oversee and develop terms of reference fro engineering design, supply and construction documents, ensuring that there is a consistent approach with scopes clearly defined so that there is no ambiguity.
3. Provide management support on the construction process of any green-field or optimization projects that have been approved for implementation. Emphasis should be on maintaining good engineering practice, safe working sites, good quality, working within the budgets and timelines and reporting to management accurate and timely information of the construction status.
4. Establish key project development and construction deliverables, reporting mechanism and timelines. Manage progress in accordance with these specific project development and delivery milestones.
5. Manage document and follow procedures for engineering management, including quality control, documentation of decisions and administrative filing and document control.
6. Establish and manage development, engineering and construction budgets for identified and upcoming projects.
7. Ensure the project costs are researched and competitively valued or tendered and evaluated to ensure accurate modeling and maximization of project returns.
8. Ensure project activities are being carried out in accordance with policies and guidelines established including Health, Safety, Environment and Social policies.
9. Oversight and involvement in local community programs required under law or concession or part of Corporate Social Responsibility (CSR) initiatives. Identify any additional programs (in conjunction with liaison staff) and if approved, manage such additional programs during development and construction stages of projects.
10. Identify issues and provide management for ongoing environmental compliance.
11. Coordinate company's communication to external consultants during development, design and construction of the project.
12. Oversight and coordinate acquisition (or leasing) of necessary land and easements for project implementation prior to project commencement.
13. Manage and coordinate the planning of commissioning and internal handover of the project to operations department upon completion. Ensure the smooth transition of the project from the construction stage to the operations, maintenance and warranty phase, including responsibility for contractor compliance with all warranty performance related issues.
14. Provide quality reporting on progress and costs incurred on a monthly basis until completion of the project. Facilitate project coordination meetings and propose corrective measures on delays or cost overruns.
15. Ensure key project deliverables are being met in order to comply with the financing conditions as per the loan agreement.
16. Manage the administration of contracts related to the project to ensure each party's obligations are met.
17. Ensure that the culture of the project staff is aligned with the core values of company and the community.
18. Ensure that the safety and the security of the project staff and assets are maintained and protected to the highest standards.
19. Train, develop, guide and mentor subordinates.
20. Perform any other related duties and responsibilities as may be assigned from time to time by immediate superior.
